SUBJECT: DEMARCHE DELIVERED ON SUPPORTING THE CEASEFIRE IN
SRI LANKA

REF: SECSTATE 128399

Poloff delivered reftel on August 9 to Stelios Makriyiannis,
who handles the Asia and Africa portfolios in the Political
Affairs division at the MFA. Makriyiannis stated that Cyprus
backs the US position in its efforts to work with the
international community to foster peace in Sri Lanka.
Makriyiannis believes that the ultimate outcome of the
situation, however, rests on the necessary cooperation of the
members of Liberation Tigers of Tamil Eelam (LTTE). He noted
that the EU's May 2006 decision to ban LTTE as a terrorist
organization not only has ostracized the insurgent group, but
also has fueled its continued actions to threaten the
cease-fire agreement and overall peace process for the
region.
