1. (U) Poloff delivered reftel points on July 7 to
Panayiotis Papadopoulos, who handles non-proliferation issues
in the MFA's Division of Multilateral Affairs. Papadopoulos
said that Cyprus supported the EU Presidency's strong
condemnation of the missile launches on July 5 and said that
some sort of action (though he did not specify what kind) was
indeed necessary to re-start discussions with North Korea.
He also made a point of noting that the DPRK clearly feels
threatened by the United States, despite USG statements
favoring a peaceful diplomatic solution.
