2. (C) Background: MEA Joint Secretary (UN/Political) Sanjiv
Arora told us on February 2 that, following MEA's discussion
with Ambassador Tahir-Kheli (Ref A),New Delhi approached the
Saudi delegation on the Convention on Terrorism (CCIT) in
conjunction with King Abdullah's visit in an effort to find
common ground with the OIC. The India-Saudi effort built on
Liechtenstein's "Friends of the Chair" compromise to include
a reference to national liberation movements in the CCIT
preamble, and have a slight modification of Article 18; the
US and France, according to India, are not on board with this
compromise. Arora reported the two sides reached a deal,
with New Delhi agreeing to support Riyadh's proposed
International Center for Counterterrorism Training and the
Saudis agreeing to work on the OIC to drop its two demands
(carving out a "national liberation groups" exemption and
placing national militaries under the CCIT's auspices); the
Indo-Saudi joint statement agrees to "the early realization"
of both the CCIT and the CT Center in the same sentence, and
references to combating "the scourge of terrorism" were
bereft of any qualifying or mitigating language -- which we
see as positive movement. Going forward, however, Arora also
told us that he understands Pakistan and Egypt are still
playing spoiler in the OIC and are pushing for "state
terrorism" falling under the CCIT, which India "won't take."
3. (C) Action Request for IO and S/CT: The GOI has not
passed on any new ideas on reaching consensus in New York,
nor can we comment on how effective Riyadh will be in swaying
others among the OIC. Our GOI interlocutors, however, appear
genuinely to want to see the CCIT passed, and would like to
have an agreement on language that we will support. Post
requests IO and S/CT provide front channel guidance for us to
use with Delhi to help advance the CCIT, building on our
commitment to work together toward this goal in the July 18
Bush-Singh joint statement.
