1. (SBU) EMBASSY New Delhi's Political, Defense Attache, and
Defense Cooperation offices evaluated reftel request for FY07
Section 1206 proposals and concur that the USG should not
transfer assistance to India at this time. This evaluation
is made in the context of India's current military
capabilities and ability -- even insistence -- to self-fund
counterterrorist operations/stability operations.
2. (C) Post would like to emphasize that this recommendation
is strictly in regard to Section 1206 funding, and in no way
is meant to insinuate that the USG should refrain in FY07 or
beyond from seeking Indian cooperation to conduct
counterterrorist operations or support military/stability
operations in which the U.S. Armed Forces are a participant.
