1. (SBU) Cuban Ambassador to India, H.E. Juan Carretero,
told a Delhi think tank discussion group that Iran's right to
continue its nuclear program will not be discussed at the NAM
Summit, as "NAM does not entertain individual countries'
issues except for the question of Palestine and Israel's
return of all lands illegally occupied during their 1967
aggression." He added that the 2003 NAM Summit in Kuala
Lumpur reaffirmed that all countries retain the right to
peaceful nuclear programs.
2. (SBU) Carretero spoke at the "XIV NAM Summit and the
Future of the Non-Aligned Movement" conference attended by
poloff on September 6. His answers were in response to the
question of whether NAM will endorse Iran's right to continue
its nuclear technology and enrichment programs and reject UN
sanctions on the basis of the P-5 1's requirement for Iran to
cease all nuclear enrichment activities prior to talks. The
India International Centre sponsored the event in
collaboration with the Group of Latin America and Caribbean
Countries (GRULAC). The Chilean Ambassador to India chaired
the discussion with the Cuban Ambassador as the featured
speaker.
