1. (C) The condolence letter from Ambassador Crumpton to
Ambassador K.C. Singh was delivered on 13 July.
2. (C) We received the following response dated 14 July on
19 July. Please advise if Ambassador Crumpton wishes to
receive the original of the letter.
"Dear Hank,
Thank you very much for your message of July 13. I am
personally touched and as a nation we are grateful for US
condolences.
While on first assessment, our intelligence agencies seem to
believe that it is LeT and its Indian associate SIMI, which
are responsible for the acts, I would not be surprised if
some overlap occurred between Al Qaeda and some of these
traditional militant organizations operating in India.
I am looking forward to receiving you and your delegation in
India in November. In the meanwhile, do keep in touch.
