2. (C) Summary: Ministry of External Affairs (MEA) Director
for the Gulf Manohar Ram was noncommittal about the message
in Ref (A) demarche, but was receptive to suggestions that
India provide training to the Iraqi Parliament, renew India's
Joint Commission with Iraq, and confirm an invitation to
visit India to Iraq's new Petroleum Minister Shahristani.
Ram also asked for USG help to secure the release of an
Indian in Iraqi detention. End summary.
India Will Consider Additional Bilateral Assistance to Iraq

3. (C) In a May 23 meeting D/PolCouns delivered Ref A
demarche to MEA Director for the Persian Gulf Manohar Ram.
With over 4 million Indians working in the Gulf region, Ram
said, stability in Iraq (and the greater Middle East) is in
India's interests. Ram stated that India will consider
implementing a Parliamentary assistance program for Iraq
(similar to that in Afghanistan),but that Iraq must make an
official request for such assistance.
Renewal of India-Iraq Joint Commission Likely
--------------
4. (C) Ram said that the renewal of the India-Iraq Joint
Commission "should not be a problem," and that the Commission
was not defunct. (Note: The India-Iraq Joint Commission
previously served as a vehicle for bilateral cooperation on
economic and other issues in the Oil-for-Food era. End note.)
Shahristani Invited to India
--------------
5. (C) The invitation extended to Iraq's former Petroleum
Minister to come to India is still valid for the new
Minister, Hussain al-Shahristani, Ram reported. Ram stated
that India would reextend an invitation to visit India to
Sharastani.
Action Request: Parliament Training?

6. (C) If the Department assesses that India could provide
useful assistance to the Iraqi parliament - as it has done so
well in Afghanistan - we would suggest that the Department
ask Embassy Baghdad to urge the Iraqi government to convey a
request for such assistance to the Indian government.
