1. (C) PolCouns delivered reftel demarche to MEA Joint
Secretary (Pakistan, Afghanistan, Iran) Dilip Sinha on

January 13. In a follow-up conversation, Under Secretary
(Afghanistan) Aquino Vimal told POLOFF that MEA had not yet
decided on the level of its official representation, but
would likely do so by January 20. The GOI has no immediate
plans to announce new Afghanistan initiatives at the
Conference, Vimal said, holding out the possibility for a
last-minute initiative to come out of New Delhi prior to
January 31.
2. (SBU) Our counterparts in the British High Commission
informed us that they also intended to urge Sinha on January
13 to ensure senior GOI representation at the London
Conference.
