¶1. (U) Poloff delivered Ref A demarche on the meeting of the
International Red Cross and Red Crescent Movement to MEA
Deputy Secretary (UN Economic and Social) Prashant Pise on
April 24. Pise had no immediate substantive comment. Post
notes that Pise had earlier assured Poloff that India would
sign the Third Additional Protocol before the signing period
closed, and promised continued support for implementation of
the third protective emblem (Ref B).
