Police Announce Arrests in Varanasi Bombings
--------------
1. (U) Uttar Predesh police on April 5 announced the arrests
of six alleged terrorists they say were behind the March 7
twin bomb blasts in Varanasi (Reftel). The press reports --
many of which were un-bylined, a possible sign they came from
an Intelligence Bureau or Research and Analysis Wing source
-- claimed the group were members of
Harkat-ul-Jihad-al-Islami/Bangladesh (HUJI/B) and referred to
links with Pakistan-based Jaish-e-Mohammad. The Bangladesh
tie reinforces past GOI concerns about terrorist infiltration
from their lengthy, unfenced eastern border. The reports
indicate the police also seized a cache of firearms,
ammunition, and explosives, including several kilos of RDX
and PETN. The police claim to have arrested Waliullah first,
according to the preponderance of reporting, and police
"extracted information" from him, a not-so-subtle hint that
they coerced or forced him to talk. Other recent press
reports indicate anyone can cross the porous Indo-Bangladesh
border in either direction on payment of a 200 rupee (US$ 5)
bribe to the border guards on each side.
Comment: Don't Close the Books Just Yet

2. (C) Terrorism expert Ajai Sahni told us the information
currently available is solely claims and counter-claims
between the New Delhi and UP police forces -- no police
paperwork (First Incidence Reports or FIRs) have yet been
filed, and the stories circulating have not yet been vetted
by the more dedicated journalists who focus on terrorism.
All the police line-ups showed hooded suspects, making it
impossible to even establish identities. He cautioned us to
be careful in assessing the validity of the claims until
confirming evidence enters the system.
