1. (S) Poloff on March 30 delivered Reftel demarche on
amending the UNSC 1267 Sanctions Committee listing on
Lashkar-e-Tayyiba (LeT) to include the names Jamaat-ud-Dawa
(JuD) and Idara Khidmat-e-Khalq (IKK) to MEA Director
(Americas) Gaitri Kumar and MEA Director (Pakistan) Jeeva
Sagar. Both expressed their appreciation for the
prenotification and confirmed they would circulate the
information only as necessary. Kumar and Sagar also noted
that the GOI banned LeT under its main anti-terrorism
legislation, the Unlawful Activities (Prevention) Act, and
its predecessor, the Prevention of Terrorism Act. Kumar
added that the GOI "does not see any distinction between JuD
and LeT" and that any funds attributable to LeT or JuD would
already be subject to freezing and/or seizing under existing
Indian legislation.
2. (S) Econoff on March 31 delivered Reftel demarche to
Deputy Secretary Surjit Singh, Department of Economic
Affairs, Ministry of Finance, who said he would take
appropriate action with India,s financial institutions.
