1. (C) Using a March 16 meeting with Minister of State for
External Affairs Anand Sharma to follow up on an earlier
letter, Charge shared reftel USG concerns on the upcoming
election for a non-permanent UN Security Council seat between
Venezuela and Guatemala, pointing out Venezuela's disruptive
behavior at the recent Community of Democracies and Summit of
the Americas, Guatemala's positive role in recent UN
peacekeeping operations, and the issues of interest to the US
and India that the UNSC will take up in the upcoming years.
The USG hopes that India will consider Guatemala's candidacy
seriously, he concluded. Sharma noted that the election was
still some time in the future, but promised to consider the
points we raised.
