PLANNING WITH FRENCH

(SBU) Reftel requested Department's approval to discuss
contingency planning with the French Embassy in the event of
civil unrest in Chad. Post repeats request for approval to
discuss contingency planning, including sharing information
with French Embassy in Chad on assembly points (including GPS
information),number of eligible evacuees, potential
evacuation routes and other relevant information as deemed
necessary from post's Emergency Action Plan (EAP). As noted
in reftel, if past experience is any guide, the Embassy and
private American community may expect to be dependent on
French provision of security during the initial hours of a
crisis situation.
