1. (S) Charge delivered ref A non-paper and talking points
June 12 in a meeting with Acting Foreign Minister Sayyid Badr
al-Busaidi. Sayyid Badr welcomed the initiative to establish
the Gulf Security Dialogue, and said he would review the
points presented in the non-paper.


2. (SBU) Recalling Sayyid Badr's May 16 conversation with
visiting PM A/S Hillen, Charge reiterated the USG's urging
that Oman send a representative to the June 23 Proliferation
Security Initiative (PSI) High-Level Political Event hosted
by Poland in Warsaw. Sayyid Badr promised to give the
invitation serious consideration. A few hours later, the
MFA's Disarmament Affairs officer called P/E Chief to confirm
that Sayyid Badr had authorized International Organizations
Department Chief Ambassador Talib Miran al-Raisi to attend
the Warsaw PSI function. MFA will instruct the Omani mission
in Riyadh to work with Poland's embassy there to facilitate
travel arrangements.
