(C) Ambassador raised on April 16 ref A points with MFA Chief of International Organizations Department Ambassador Talib Miran al-Raisi during a meeting at the Foreign Ministry requested by the latter to discuss other issues (septel). Al-Raisi had little update to ref B report, but said he was confident that the Ministry of Defense's review of the host country agreement text was either finished or will be soon. Once MFA has the approval, al-Raisi said he would share the text once more with the Embassy. It remains MFA's preference that the agreement be achieved via exchange of note format, as previously agreed. GRAPPO
