(U) Sultan Qaboos issued royal decree 32/2006 on April 2, 2006, formally ratifying Oman's IAEA safeguards agreement and the Additional Protocol. This issue was the subject of Embassy and EU demarches in December 2004 (reftels). MFA Disarmament Affairs officer Abdullah al-Riyami confirmed to us on April 16 that the royal decree ratifies both the safeguards and Additional Protocol together, which he noted Oman had signed back in 2002. ¶2. (U) The full text of the royal decree is as follows: (Begin unofficial translation) Royal Decree 32/2006 ratifies the agreement on application of guarantees and protocols of non-proliferation of the nuclear weapons treaty. Article (1) ratifies the referred agreement. Article (2) states the authorities concerned will deposit the agreement ratification document in accordance with the rules and provisions stated therein.
