This is an action request. Please see paragraph 2.


1. The government of Oman has formally requested
clarification on the following points regarding reftel
demarche on financial assets of persons implicated in the
assassination of Lebanese Prime Minister Hariri:

-- Pursuant to which principle can such an advisory notice
be issued to financial institutions?

-- Is there an international resolution on this matter?

-- Since those individuals mentioned are still only under
suspicion, on which legal grounds can such procedures be
taken against them?


2. EMBASSY requests a response to these questions as soon as
possible.
