(SBU) In a February 18 demarche on the Venezuela/Guatemala
Security Council candidacies (ref C) and other issues,
Pol/Econ chief discussed with MFA International Organizations
Department Chief Ambassador Talib bin Miran al-Raisi the
upcoming election of a new UN Secretary General and
candidates for the Organizational Committee (OC) of the new
UN Peacebuilding Commission. Ambassador al-Raisi said he was
aware of several states lobbying for their UNSYG candidates,
including Thailand and Sri Lanka. P/E Chief briefly
summarized the qualifications the USG is looking for in both
UNSYG and OC candidates (refs B, C). Ambassador al-Raisi
took note, remarking that the USG's criteria appeared very
reasonable.
