(C) Pol/Econ Chief delivered ref A and B demarches on
November 6 to Ambassador Talab Miran, Chief of the Foreign
Ministry's International Organizations Department. Miran
recognized U.S. concerns surrounding the Cuba embargo
resolution, and agreed that it was "unfortunate" that the new
UN Human Rights Council had so far shirked its responsibility
to address country specific human rights situations. He did
not indicate, however, how Oman would vote on these
resolutions. Post will report any further response septel.
