1. (C) We raised reftel points on the UN Security Council's
Middle East thematic debate with Vladimir Safronkov, Chief of
the UN Political Affairs Section in the MFA's International
Organizations Department. We urged the GOR to withhold its
support for any statement associated with the debate.
Safronkov said that the GOR would be represented in the
debate by Deputy Foreign Minister Saltanov, who is
responsible for Middle Eastern and North African Affairs.
Saltanov will have the discretion to support a statement if
there was Council consensus.
2. (C) Safronkov said that FM Lavrov was "unfortunately"
unavailable to attend the debate, but Moscow wanted to show
its support for the Qatari initiative and had decided on
sending Saltanov rather than being represented by PermRep
Churkin. Saltanov's statement will mirror GOR and Quartet
principles on Middle East peace and will emphasize the role
of the Security Council and incoming SYG Ban Ki-Moon.
