(S) Econoff delivered reftel talking points and background
paper on November 22 to Nikolay Ostroukhov, Legal Advisor in
the Foreign Ministry's Department of New Threats and
Challenges. Ostroukhov, whose primary responsibility is UN
1267 Sanctions Committee designations, said that he was aware
of USG plans to present its request to the Committee on
November 30. He had no immediate reaction to the names on
the list but did express appreciation for receiving the
background paper.
