¶1. (C) On August 16, Charge delivered reftel demarche to the
MFA's Deputy Foreign Minister Maria "Belela" Herrera in order
to solicit an immediate Uruguayan troop contribution to the
United Nations Interim Force in Lebanon (UNIFIL). Herrera
implied that the GOU was inclined to support UNIFIL's
request, but said that she was still waiting for advice from
Deputy Minister of Defense Jose Bayardi who was "looking to
see if some troops could be pulled from the Congo in order to
provide a decent offer." Herrera said she would communicate
further information to the Charge after she spoke with
Bayardi, adding that neither the UN nor the French Embassy
had approached the MFA on the matter of soliciting troop
contributions for UNIFIL.
