1. (C) On June 12, PolCouns delivered ref A demarche
conveying US priorities and concerns on the upcoming
inaugural session of the UN Human Rights Council to the
MFA's Director for Multilateral Affairs Gustavo Alvarez.
Alvarez registered the points attentively and said that the
GOU was in line with most of our observations,
and expected that most of the focus at the first session
would be on procedural and institutional matters. However, he
did expect that some substantive issues to surface as well
and said the GOU was willing to consider them "depending on
the issue." Regarding the Declaration of Rights of
Indigenous Peoples (refs B & C),he said the MFA "was being
pressured by NGOs to adopt it," but would not elaborate
further.
