On December 18, 2006, poloff delivered reftel talking points
to Dr. Luis Angel Benavides, Director of International Policy
for Civil and Political Rights, of the Secretariat for
Foreign Relations. Benavides said that Mexico previously
voted for passage of condemnatory resolutions on the human
rights situations in Iran and Belarus and will vote the same
way again on December 19.
