On 12 September, Poloff delivered reftel talking points to
Luis Angel Benavides, Director of International Policy for
Civil and Political Rights, of the Office of Human Rights and
Democracy at the Secretariat for Foreign Relations.
Benavides noted that the Council for the Community of
Democracies regularly meets in Washington DC and that Mexico
is one of its most active members. In order to exercise
discipline over the workings of the Council, Mexico is
insistent that the Council speaks with one voice and that all
communications - including demarches and non-papers - be
delivered to the Council itself in Washington. While having
already decided upon the agenda for the Ministerial in New
York on 20 September, the members of the Council are
currently discussing the details of what will be presented in
New York. Assistant Secretary of Multilateral Affairs and
Human Rights Maria del Refugio Gonzalez Dominguez will lead
Mexico's delegation at the Ministerial. Post will provide any
updates as they become available.
