(U) On June 19, Econoff delivered reftel demarche to Kenneth Smith Ramos, Economy Secretariat Director General of International Trade Negotiations under Undersecretary Villalobos. Smith reiterated that the GOM supports the ambitious U.S. agenda for the Doha Development Round and said he would pass our message to Villalobos, who is representing Mexico, along with Agriculture Secretary Mayorga, in Geneva. End summary. ¶2. (U) Smith emphasized that Economy Secretary Sergio Garcia de Alba gave Ambassador Schwab a commitment that Mexico would resist a "Doha Lite" package that does not bring real market access. He said there is broad agreement with the U.S. while noting some technical questions regarding agricultural subsidy reforms and sectoral and non-sectoral initiatives. He said that Mexico views the G20 proposal regarding agricultural market access as closer to the U.S. than EU position. He added that while Mexico is not a strong supporter of sectoral initiatives, it might lend support to the U.S. position on textiles in the WTO if there were a quid pro quo arrangement in which we would support Mexico on CAFTA cummulation.
