We delivered reftel demarche on May 25 to Edgar Rangel
German, Senior Advisor to the Under Secretary for
Hydrocarbons at the Secretariat of Energy (SENER) and to
Rafael Alexandri Rionda, Director General for Hydrocarbons at
SENER. Both Rangel and Alexandri said that Pemex has not
been approached nor have they heard of any attempt by Ecuador
to solicit Mexico's assistance in operating Occidental's
former concession. In addition, they responded that Pemex
traditionally does not perform this type of work. Both
Rangel and Alexandri appreciated the information and said
they would inform the Embassy should Ecuador ask for
assistance.
