1. (SBU) Poloff delivered reftel demarche to Julian Juarez
Cadenas, Assistant Director General for Security and Judicial
Affairs, at the Foreign Relations Secretariat's (SRE) Office
of United Nations Affairs. Juarez reminded Poloff that
Mexico also had a candidate for the International Narcotics
Control Board (INCB) -- Dr. Maria Elena Medina Mora -- and
that the SRE was still waiting for a response to its earlier
request for a vote swap. Juarez asked if the Embassy had
heard anything regarding Medina Mora's candidacy or the SRE's
request. Poloff explained that the United States does not
engage in vote trading agreements, that it does not share
information regarding our vote, and that the Embassy plays no
significant role in the final determination. We will report
any further updates as they become available.
