1. (C) Following last week's discussion with the Acting
Minister of Foreign Affairs (Minister of Tourism, Culture and
Environment),Ambassador followed up with Foreign Minister
Moleleki to seek confirmation of Lesotho's support for Guatemala
in the United Nations Security Council. As indicated reftel
(A),the Acting Foreign Minister was unable to respond. The
FOMIN had previously indicated that Guatemala having not held a
seat as a non-permanent member ought to be considered for the
seat NOW held by Venezuela (Refs B and C). He stated July 10
that he would discuss the matter with Lesotho's permanent
representative at the UN and would also consult within the
government.
2. (C) Comment: We sense that MFA is inclined to support
Guatemala, but since many decisions about international
positions are made by consensus, we are not certain of the time
frame in which we will receive a concrete response. End Comment.
