1. (C) On June 30, Charge delivered reftel demarche to Elias
Jaime Zimba, the Foreign Ministry's Director for the Americas
and Europe. Charge noted that former Ambassador La Lime had
raised this issue twice (note: before Zimba's recent
assumption of his position) with Minister Abreu, who was well
aware of our strong views. Zimba acknowledged the importance
of Guatemala's participation in UN peacekeeping forces. He
said that he could not commit the GRM officially but that
Mozambique would certainly give significant weight to its
"partners'" concerns.
2. (C) Comment: Zimba all but confirmed that Mozambique
would back Guatemala, saying that if he were to meet Charge
on the street, he could say something different, but that in
his office he could not say more. Post believes that
Mozambique will back Guatemala unless an AU consensus
develops in favor of Venezuela. End Comment.
