(C) On April 27 Emboff delivered reftel talking points to
Faruque Faquira, Head of Department, Directorate for
International Organizations and Conferences, at the Ministry
of Foreign Affairs. Faquira provided no substantive comment
at that time. However, during a follow-up meeting with
Emboff on May 5 Faquira stated that the GRM was following the
issue closely and confirmed that he had passed our concerns
to the GRM mission in New York earlier in the week. Though
Faquira did not explicitly state that the GRM would oppose
Iran's candidacy to the Human Rights Council, he did assure
Emboff that Mozambique's vote would reflect UN principles of
promoting human rights and democracy. Faquira stated that
the credibility of this new body was critical, implying that
the election of countries with questionable human rights
records would indeed compromise its legitimacy.
