Mr. Faquira said he doubted Mozambique would seek to be a candidate for the Human Rights Council because the GRM would not be able, for budgetary reasons, to regularly attend Human Rights Council meetings. He had no further comment but promised to pass reftel talking points to his superiors for their review. We will report any further substantive response. La Lime
