1. (U) Continuing his populist style of leadership on
HIV/AIDS issues, on April 7, Mozambique's National Women's
Day, President Guebuza presided over a luncheon arranged by
the Organization of Mozambican Women (OMM) and the Ministry
of Women and Social Action. The event hosted 300 women and
200 HIV/AIDS orphans from various districts of Maputo
province.
2. (U) After lauding the role of women in Mozambican
society, Guebuza delivered poignant remarks and advice
directed at the children, many of whom have been forced to
take on roles as heads of household and care for younger
siblings. The key to Mozambique's future, the president
said, is the nation's children, who must be the guardians of
good health and must contribute to stemming the ravaging
effects of the HIV/AIDS pandemic. At the conclusion of the
lunch, each orphan received a food basket, a t-shirt, and a
baseball cap.
3. (U) COMMENT: Guebuza's continuing outreach to those
affected by HIV/AIDS follows on the heels of a two-week trip
upcountry to remote areas of Mozambique, where he wove the
HIV/AIDS message into the larger campaign of combating
absolute poverty (reftel). The president's distinctive
commemoration of one of the country's most important
holidays - National Women's Day - marks the first time a
concerted HIV/AIDS focus has been folded into nationwide
celebrations, and is another example of his leadership in
confronting the disease.
