Mozambique was not included in the 2005 Country Report on
Terrorism. From our reading of the instructions, Mozambique
will not require a "detailed assessment" in the 2006 country
report because no significant acts of international
terrorism occurred, it is not a state sponsor of terrorism,
and (to our knowledge) it has not otherwise been determined
to be subject to the report. Mozambique is not a
sanctuary/safe haven for terrorists.
