1. On October 10 Post delivered reftel talking points and the
statement by President Bush to Elias Zimba, Director for
North AMERICA and Europe in the Ministry of Foreign Affairs.
2. In response, Zimba said that his government shared the
position of the United States on nuclear non-proliferation.
He added that, in his personal opinion, condemnation by the
African Union as a body or by members of the Southern African
Development Community (SADC) as a whole would be useful, in
addition to Mozambique acting individually in support of
condemnatory language against North Korea's nuclear weapon
test.
3. Embassy will forward any further government response.
