1. (C) U.S. Embassy team continued on October 3 its series
of meetings with Philippine government counterparts on UN
1267 Committee designation of the Rajah Solaiman Movement
(RSM) as an al-Qaida linked terrorist organization. U.S.
Treasury's David Meisner joined the discussions in his role
as advisor to the Philippine Anti-Money Laundering Council.
2. (S/NF) We shared with our counterparts asset leads
developed by U.S. Treasury, which S/CT had provided (ref a).
The Philippine side welcomed the information, which provided
a good starting point for determining the web of RSM
finances. An earlier, initial meeting between FBI Special
Agent O'Connor and Philippine National Police investigators
had been helpful, but had also indicated a need for
Philippine National Intelligence Coordinating Agency
involvement in order to develop more fully the statement of
case against RSM, including establishing RSM's links with
foreign financiers.
3. (C) Participants agreed to bring Anti-Money Laundering
Council representatives into the process to ensure
identification of the full range of RSM accounts for
freezing. Both U.S. and Philippine law enforcement officials
observed that it might take some time to complete the task of
identifying all RSM accounts.
4. (C) In the interim, the Philippine Department of Foreign
Affairs will prepare the paperwork for the designation
package, as well as a communications plan for the eventual
announcement. Foreign Affairs Executive Director for UN and
International Organizations Torres and Palace Undersecretary
Blancaflor said that designating RSM would help prevent
radical Islamist movements like RSM from exploiting the over
one million Philippine workers in Saudi Arabia.
5. (C) Action request: Embassy would like to reiterate
(ref b) that on-site US technical assistance could help speed
preparation of the designation package. Please advise.
