1. (U) Acting Political Counselor informed Department of
Foreign Affairs Assistant Secretary of American Affairs Rey
Carandang September 7 of President Bush's decision to move al
Qaeda detainees from CIA to DOD custody in order to bring
them to justice for their crimes, passing him a summary of
the President's speech, as well as the text itself.
Assistant Secretary Carandang stated he had watched the
address on television, and agreed the decision to transfer
custody was an important move that reinforced the rule of
law.
