(U) JIATF West has requested that the Mission conduct human rights vetting for units participating in exercise Baker Piston 06-3, slated to take place 17 July - 11 August, ¶2006. ¶3. (U) Mission, working with the Philippine Commission on Human Rights (CHR),verifies that it possesses no credible information of gross violations of human rights by the Philippine government commanders and units (identified in para 4) who are scheduled to participate in exercise Baker Piston 06-3. ¶6. (U) Action Request: Mission requests the Department determine whether it possesses credible evidence of gross human rights violations by the Philippine units and individuals scheduled to train with U.S. forces in exercise Baker Piston 06-3. If Department finds no such evidence, Mission requests that Department issue the required human rights certification statement. Please respond as soon as possible. Kenney
