1. (C) In a June 25 meeting covering several subjects
(septels),Foreign Minister Shaikh Khalid bin Ahmed Al
Khalifa told the Ambassador that the Iranian Ambassador one
day earlier had delivered an invitation for Bahrain to attend
an Iraq Neighbors Conference in Tehran on July 8. The
Minister noted that he had not yet heard from other invitees
to develop a unified view on the idea of the meeting. He
said he would talk to Saudi ForMin Prince Saud and also reach
out to his counterparts in Jordan and Kuwait. In response to
the Ambassador's question, Shaikh Khalid said that although
there had been talk of holding an Iraq Neighbors Conference
on the margins of the recent OIC ministerial in Baku, it did
not happen. The Ambassador emphasized that the U.S. remains
highly concerned about Iranian interference in Iraq.


2. (C) Returning to a point he has made before, Shaikh
Khalid expressed his concern that the P-5 plus Germany did
not consult with countries of the region on the incentives
package for Iran. He noted there was talk of possibly
holding a conference on regional security and asked if there
were any details on this idea. He added that countries of
the region should be involved in a possible conference,
including the GCC states, Iraq, Jordan, Egypt, Turkey, and
Pakistan. Turkey and Pakistan in particular could serve to
balance Iran in the conference. Shaikh Khalid said that the
Iranian government continues to invite Bahraini officials for
bilateral visits, but the GOB does not think it is the right
time to make such visits.


3. (C) Comment: As mentioned in reftels, Bahraini officials
are concerned about what the P-5 plus Germany may have
offered Iran in the incentives package concerning Iran's
political role in the region, and are disappointed the
parties have not consulted with the GCC states on this point.
