SHRINE BOMBING

(SBU) On February 23, poloff delivered the talking points in
reftel to Miriam Fonseca, Director of the Foreign Ministry's
Asia, Africa, Middle East and Oceania section. Fonseca
replied that the ministry would study the USG request, but
noted that any Nicaraguan statement on the bombing would have
to be approved by Foreign Minister Norman Caldera, who has
been out of the country for most of the last two weeks. Post
will continue to follow up with the Foreign Ministry and will
report any substantive developments.
