(S) Poloff delivered reftel demarche to Juan Manuel
Gonzalez de Linares Palou, MFA Subdirector General for the
United Nations, on November 2. Linares told Emboff that the
USG can count on Spain's full compliance on all facets of
UNSCR 1718. He said he was certain that there are no
commercial or military ties between North Korea and Spain,
but he thanked Emboff for the information on KOMID and said
he would pass it to the relevant offices. He also offered
that the USG can fully count on Spain with respect to
nonproliferation efforts in Iran. Post will follow up with
MFA non-proliferation officials as well.
