Directorate of the Spanish Agency for International
Cooperation (AECI). Iquino, who is our main working level
contact on Spanish assistance to Iraq, told ESTHOFF October
27 that his direct supervisor, Kinda Karmen (Office Director
equivalent),would represent Spain at the 31 October Iraq
Compact Preparatory Group (PG) meeting in Kuwait. Current
Spanish views on the Iraq Compact are explained in depth in
Ref B report on the October 19 meeting between Spanish
Foreign Minister Moratinos and visiting Treasury Deputy
Secretary Kimmitt.
