1. (C) DCM discussed reftel demarche with MOD Policy Director
Admiral Francisco Torrente and Director General for Defense
Policy General Benito Raggio on September 25. DCM emphasized
that while the USG and the GOS have discussed arms sales to
Venezuela many times over the past year, US policy on the
issue continues to evolve as Venezuela's actions become more
provocative. Torrente promised that Spain would "carefully
consider" any potential future sales to Venezuela in light of
the US's policy.



2. (C) Torrente pointed out that the GOS has kept the USG
well informed of its plans with regard to defense sales and
that Spain has an interministerial council that approves all
defense sales. He said that while Venezuela deserves a
better president than Chavez, he did not agree with the logic
of the US policy. Torrente said that if Spain had been able
to sell planes to Venezuela, the US and Spain would have had
some ability to control Venezuela's use of those planes by
controlling parts and service. Instead, US policy has pushed
Venezuela into the arms of the Russians, who recently hadn't
been major players in South America. Torrente also
emphasized that Spain never intended to alter the balance of
power in the region, and for that reason had consulted
repeatedly with President Uribe and had offered planes to
Colombia at the same time it sold planes to Venezuela.
