(S/NF) Embassy delivered reftel demarche to Giles Cutler of
the FCO Sanctions Unit. Cutler confirmed that the UK would
co-sponsor the UN designation of the five prominent terrorist
facilitators and inciters. The UK requested that the U.S.
amend the UK identifiers for Mohamed Moumou. Specifically,
the UK would like the U.S. to list his UK address as "London,
England" only, deleting the street address of 78 A Torparch
Road. According to Cutler, the Security Services do not
believe that Moumou has any links to the address at present,
and believe it would be inappropriate to publicly disseminate
the address. HMG will, however, ensure that UK banks are
aware that this address is associated with Moumou.
