E.O. 12958: DECL: 11/06/2016
TAGS: PHUM PREL UNGA SU UK
SUBJECT: (C) UK BELIEVES EASIER TO PASS SUDAN RESOLUTION IN
HUMAN RIGHTS COUNCIL THAN IN UNGA THIRD COMMITTEE
Classified By: PolCouns Richard Mills, reasons 1.4 (b & d).
(C) The UK's Foreign and Commonwealth Office (FCO) Deputy
Head of Human Rights, Democracy and Governance Group Charles
Lonsdale, on the margins of a separate meeting, told us
November 6 that while the UK was anxious to see a
country-specific human rights resolution passed on the Sudan,
FCO assessed its chances of success as higher at the Human
Rights Council (HRC),rather than in the UNGA Third
Committee. The dynamics of the African states, according to
Lonsdale, would be easier to handle in HRC because African
nations tended to coalesce around each other in UNGA.
Lonsdale also said that the UK was encouraged with the
progress HMG saw in developing a resolution during the last
HRC session and hoped to be ready to table a resolution
during the next HRC session.
