(SBU) In response to reftel demarche, Berenice Gare of the
FCO Counter-Proliferation Department told POLOFF August 25
that the UK would be happy to join a P-5 demarche in Central
Asian capitals. Gare assumed the key was the position of
Russia and China, so was content to await reactions from
Moscow and Beijing. She noted that FCO had called in the
Central Asian embassies August 24 to deliver to them the
message whose content Washington already knows.
