(S) Embassy delivered reftel information on IIRO July 25 to Giles Cutler in the Foreign and Commonwealth Office's Sanctions Unit. Cutler contacted us on July 27 to say that the FCO would instruct its UN mission in New York to support the designation in the 1267 Committee. Cutler said, however, that the UK would not co-sponsor the designation. When asked why, he responded that the UK appreciated the answers to the more "political" questions concerning other countries' likely reactions to the designation. He added, however, that the UK would have liked additional information on the links between the IIRO entities and al Qaida. In the end, Cutler said, the UK had enough information not to object to the designation, but not enough agree to co-sponsor.
