1. (U) This is an action request - please see paragraph 4.
2. (C) FCO Sri Lanka Section Head Simon Lever told Poloff
July 11 that HMG is reviewing its policy on Sri Lanka. This
policy review is what is holding up its reply to the USG
proposal that the UK consider chairing a contact group to
address the funding of the Tamil Tigers terrorist
organization.
3. (C) Lever suggested now would be a good time for the USG
and UK to exchange views on the way ahead for Sri Lanka. He
was keen to know whether the USG was considering a radical
change of policy.
4. (U) Action Requested: We would appreciate guidance from
the Department on how to respond to Lever's suggestion that
USG and UK exchange views on the way ahead for Sri Lanka.
