(C/NF) The United Kingdom intends to seek UN 1267 designation of two additional Libyan Islamic Fighting Group (LIFG) targets. According to Giles Cutler, of the Foreign and Commonwealth Office's Sanctions Unit, the UK plans to seek UN designation for Sarra Properties Limited and Khalid Balaam. Both targets were identified during the course of investigations subsequent to the February 2006 designation of five UK-based LIFG financiers and four UK-based LIFG entities. ¶2. (S/NF) Cutler has provided us with draft statements of case for these two targets (ref),and has requested our comments. Cutler stressed that the UK will not move forward with a submission to the UN until they receive word from us that we will support the designation. Cutler said that the UK hoped that the U.S. would agree to act as cosponsor of the designation of these targets. We emphasized that the U.S. could not support a designation until we completed our own, rigorous domestic procedures, and encouraged the UK to pass as much information on the targets as possible through intelligence channels.
