1. (C) On May 24, PolMiloff delivered reftel demarche to
MFA's NATO Department Head, Zorica Bukinac Cimpersek.
Cimpersek said that the MFA and MOD had sent a proposal to
the government (cabinet) for Slovenia to donate 50,000 Euro
to the Trust Fund for NTM-I. Cimpersek stressed that this
was still a proposal and that it had not yet been approved by
the government. She also opined that the Trust Fund for
NTM-I was not very "transparent" and that it was not clear
exactly how Slovenia's donation would be spent. Cimpersek
claimed that this lack of transparency made it more difficult
to "sell" the proposal to the government. Cimpersek
stressed, however, that the Slovenian donation would not have
any restrictions or caveats. She also expressed optimism
that the GOS would adopt the proposal before the June
ministerial.
